Αμυντικές δαπάνες και οικονομική ανάπτυξη: μία εμπειρική έρευνα για την Ελλάδα, την Τουρκία και την Κύπρο.

Abstract

Η εργασία αυτή αποτελεί μελέτη της φύσης και της σπουδαιότητας των πιθανών σχέσεων μεταξύ μιας δυναμικής χρονικής σειράς, όπως είναι οι στρατιωτικές δαπάνες και ορισμένων οικονομικών και κοινωνικών μεταβλητών, όπως η οικονομική ανάπτυξη, οι δαπάνες για εκπαίδευση καθώς και οι κεφαλαιουχικές δαπάνες. Οι στρατιωτικές δαπάνες είναι ένα σημαντικό στοιχείο, που μπορεί να έχει επίδραση μόνο αν υποστηρίζεται από ένα συνδυασμό ειδικών πολιτικών, οικονομικών και κοινωνικών περιστάσεων. Λαμβάνοντας υπόψη την κοινωνικοοικονομική δραστηριότητα και την πολιτική κατάσταση που συνδέουν τις τρεις χώρες, προσπαθούμε να αναλύσουμε τις αιτιατές σχέσεις ανάμεσα στο επίπεδο της οικονομικής ανάπτυξης, τις στρατιωτικές δαπάνες, τις κεφαλαιουχικές δαπάνες, και τις δαπάνες για εκπαίδευση. Τα αποτελέσματα της έρευνας έδειξαν ότι η οικονομική ανάπτυξη δεν επηρεάζεται από τις στρατιωτικές δαπάνες για την Ελλάδα αλλά επηρεάζεται από τις δαπάνες για την εκπαίδευση. Επίσης οι κεφαλαιουχικές δαπάνες διαδραματίζουν σπουδαίο ρόλο για τις δαπάνες για την εκπαίδευση. Για την Τουρκία οι αμυντικές δαπάνες δεν επηρεάζονται από την οικονομική ανάπτυξη αλλά επηρεάζουν τις κεφαλαιουχικές δαπάνες. Σημαντικό είναι και το γεγονός ότι η οικονομική ανάπτυξη επηρεάζει και επηρεάζεται από τις δαπάνες για την εκπαίδευση. Τέλος για την Κύπρο τα αποτελέσματα έδειξαν ότι η οικονομική ανάπτυξη επηρεάζει τις αμυντικές δαπάνες αλλά επηρεάζεται από τις δαπάνες για την εκπαίδευση.

This research is a study of the nature and importance of possible links between the dynamics time series of military expenditure and that of the social system in Greece, Turkey and Cyprus. Capturing the impact of military spending on economic growth in developing countries has been an elusive problem for defence economists and has not been fully investigated by development economists. In the past years, a number of studies have attempted to analyse this relationship between defence spending and economic growth. Monistic explanation of growth cannot be presented by none economic research. The effects of many variables overlap to create a favourable texture for economic growth and expansion. Defence expenditures are maybe a basic leaven but it can only have an effect if it is supported by a combination of special political, economic and social circumstances. The aim in our research is to investigate the importance of the possible links that may exist between the structural dynamics of defence expenditure and that of the socio-economic system (economics, demography, etc.) for Greece, Turkey and Cyprus. We try to analyse the causal relations between these two systems and the logical outcome of such research will be the determining of a causality relation, if such exists, between the two systems for the three countries. The empirical results suggested that economic growth is not caused by military expenditure for Greece but is caused by the education expenditure. Also capital expenditures have an essential role for the education expenditure. For Turkey the defence expenditures are not caused by the economic growth but cause the capital expenditure. Economic growth and education expenditures have a mutual causal relationship. Finally the empirical results for Cyprus suggested that economic growth causes defence expenditure but is caused by education expenditure.
