Abstract: Irregular migration to Europe has fluctuated significantly over the last decade. The 10-Point Plan for Lampedusa signifies the shift of European Union migration policy to EU strategic partnerships with third countries. This thesis examines the Plan’s capacity to serve as the blueprint for the externalization of EU migration policy, following the model of the EU-Tunisia Memorandum of Understanding. The research further addresses concerns regarding migration instrumentalization and evaluates the significant objections regarding the protection of fundamental human rights. Ultimately, the analysis assesses whether these interconnected measures can serve as a durable solution for the EU’s externalization strategy.
