Abstract: The 1997 crisis in Albania and the 2001 conflict in Macedonia have taken the world by surprise. Both countries have been perceived as great success stories of post-communist transitions in the region of Western Balkans. The conditions that have led to the emergence of both crises present a mix of political, economic, and socio-cultural factors that have been affected by the actions of the elites, and in the case of Macedonia, the regional settings.
