Η οικονομική, λειτουργική και κοινωνική διάσταση της Ευρωπαϊκής πολιτικής για τα άτομα με ειδικές ανάγκες (ΑΜΕΑ)

Abstract

Στην παρούσα διατριβή ο συγγραφέας προσεγγίζει την οικονομική, λειτουργική και κοινωνική διάσταση της Ευρωπαϊκής πολιτικής προστασίας των ΑΜΕΑ, γίνονται συγκρίσεις και κατατίθενται προτάσεις για τη θέσπιση ενός ενιαίου συστήματος κοινωνικής φροντίδας. Προσεγγίζεται η κοινωνική ένταξη και απασχόληση των ατόμων με ειδικές ανάγκες στην ελεύθερη αγορά εργασίας στη χώρα μας, μέσω της διαδικασίας επαγ/κής κατάρτισης στα πλαίσια της Κοινοτικής πολιτικής. Την προσέγγιση αυτή υπαγορεύει το γεγονός ότι μια από τις βασικές προϋποθέσεις για την κοινωνική ένταξη και ενσωμάτωση των ΑΜΕΑ είναι η ένταξη στην παραγωγική διαδικασία, η οποία δεν μπορεί να επιτευχθεί χωρίς πλήρη τεχνική εκπαίδευση και κατάρτιση. Η παρούσα διατριβή αποτελεί βοήθημα τόσο για τη θεωρητική διερεύνηση του θέματος, όσο και για την πρακτική του εφαρμογή. Βοηθά στην ανάδειξη του προβλήματος των ΑΜΕΑ στην Ελλάδα και στην ΕΕ και διατυπώνονται προτάσεις α) για την καθιέρωση ενός νέου εθνικού νομικού πλαισίου για την κοινωνική ένταξη των ΑΜΕΑ β) για την ενίσχυση της αποϊδρυματοποίησης - αποασυλοποίησης και γ) για την καθιέρωση ενός νέου εθνικού προγράμματος για τα ΑΜΕΑ δίδοντας βαρύτητα στην αρχή της ισότητας και στην αρχή της καταπολέμησης του κοινωνικού αποκλεισμού.

In the present thesis, the author approaches the economical, functional and social dimension of the European policy for the protection of people with special needs, comparisons and proposals are being submitted for the enactment of a uniform social care system. The social integration and the employment of persons with special needs in the free labour market of our country, is also approached, through the procedure of occupational training within the frameworks of Community policy. This approach is dictated by the fact that one of the basic conditions for the social integration and incorporation of people with special needs is the integration into the production procedure, which cannot be achieved without a full technical education and training. The present thesis is helpful to the theoretical investigation of the subject, as well as to its practical application. It helps to the pushing forward of the problem of people with special needs in Greece and in the European Union and suggestions are made a) for the establishment of a new national legal framework for the social integration of people with special needs b) for the reinforcement of the deinstitutionalisation - abolition of asylums and c) for the establishment of a new national program for people with special needs, paying attention to the principle of equality and to the principle of fight against social exclusion.
