Abstract: The purpose of this MSc dissertation is to examine the adoption of cloud computing in eGovernment. An extensive literature review of related research papers and case studies was conducted to discover the current state of knowledge in the topic and identify areas that need further research. The results of the literature review were used to form a theoretical stage model for cloud computing adoption in eGovernment that could help governments to identify their progress in the field. The proposed model measures the degree of cloud computing adoption and the organizational and technological complexity that this involves. It consists of four stages: “Ad-hoc eGov Cloud Solutions”, “Cloud-based Public Services”, “eGov Cloud(s)” and “eGov Cloud Policy”.
